GTA Vice City Stories missions
Grand Theft Auto: Vice City Stories (2006) has 59 story missions, according to GTA Wiki, starting with Soldier and ending with Last Stand. Victor Vance works for contacts including Jerry Martinez, Phil Cassidy, Marty Jay Williams, Lance Vance, the Mendez brothers and Ricardo Diaz. Story jobs open new parts of Vice City as Vic's empire grows.
How many missions are in GTA Vice City Stories?
GTA Wiki puts the total at 59 story missions, counting the opening mission, Soldier. Wikipedia notes that the story missions are what open up new areas and content, while side jobs stay optional. Alongside them runs the empire system, in which Vic takes over businesses and each business has its own extra missions. Those empire jobs are not part of the 59. What is the story arc of the missions?
Vic starts as an army corporal doing jobs for his sergeant, Jerry Martinez, and is thrown out of the army after a couple of them. He then drifts into work for the gun-runner Phil Cassidy and the small-time gang boss Marty Jay Williams. Once Marty is gone, Vic runs his own gang with help from Louise Cassidy-Williams. His brother Lance arrives, and the longest run of missions in the game follows. The last stretch pulls in the Mendez cartel and Ricardo Diaz, two years before Diaz becomes the big target of Vice City.
How do empire missions work in Vice City Stories?
The story keeps handing Vic new turf, and the empire system turns that turf into income. GTA Wiki names six kinds of business: protection rackets, loan sharks, prostitution, drug running, smuggling and robbery. Wikipedia says each business comes with its own missions that pay out bonuses and raise its income. Several story jobs, such as To Victor, the Spoils and Blitzkrieg, are about taking over or defending the Vance family's businesses, so the two systems feed each other. Wikipedia's plot summary also explains who stands behind the main contacts. Jerry Martinez hires Vic and Phil and then betrays them, Marty Williams employs Vic before Vic kills him, and Ricardo Diaz hires both Vance brothers for several jobs. Reni Wassulmaier works with Vic and the manager Barry and is the one who introduces Vic to Diaz.

To Victor, the Spoils is where the empire starts in earnest. GTA Wiki says it pays $1,500, lets Vic recruit gang members and allows a five-star wanted level.

From Zero to Hero is the big unlock in this stretch. According to GTA Wiki it pays $3,000, hands Vic an Infernus and opens Vice City Beach, Prawn Island and Leaf Links, with a six-star wanted level now possible. Turn on, Tune in, Bug out adds the rocket launcher to Ammu-Nation's stock.

What is the Phil Collins mission in Vice City Stories?
In the Air Tonight is the best-known oddity in the list. Wikipedia explains that Vic has to protect Phil Collins from Mafia hitmen, because the manager Barry owes them money, both before and during a concert in the city. GTA Wiki adds that you can also skip it by buying a concert ticket at the stadium for $6,000.
What is the last mission in Vice City Stories?
The final mission is Last Stand, which GTA Wiki lists under Ricardo Diaz, with Diego Mendez and Jerry Martinez as the targets. As our Victor Vance page explains, Vic kills both in the end. Finishing it unlocks a Hunter helicopter and a new outfit, according to GTA Wiki.
