Officer Frank Tenpenny
Frank Tenpenny is the main antagonist of Grand Theft Auto: San Andreas (2004). He leads C.R.A.S.H., a corrupt police unit in Los Santos, and forces CJ to do his dirty work while secretly backing the Ballas. Acquitted at trial for lack of witnesses, he sparks a city-wide riot and dies after a fire-truck chase. Samuel L. Jackson voices him.
Who is Officer Tenpenny in GTA San Andreas?
Frank Tenpenny is a police officer in Los Santos and the main villain of Grand Theft Auto: San Andreas. He runs C.R.A.S.H., short for Community Resources Against Street Hoodlums. On paper it is an anti-gang unit. In practice, Wikipedia describes it as corrupt, and the GTA Wiki says it behaves almost like a gang of its own, squeezing money out of the street crews it is meant to police.
The GTA Wiki notes that the game never gives Tenpenny a formal rank. He is simply "Officer Tenpenny", and he insists that even his partner use that title rather than his first name.
Who are Tenpenny's partners?
Tenpenny works with two other officers. Eddie Pulaski is his right-hand man. Jimmy Hernandez is a newer recruit. According to the GTA Wiki, Tenpenny and Pulaski tie Hernandez to them by having him kill Ralph Pendelbury, an officer who was about to report the unit to Internal Affairs. The killing takes place just before CJ lands back in Los Santos, and it gives Tenpenny the hold he needs over CJ.
How does Tenpenny control CJ?
Wikipedia's summary says Tenpenny stops CJ as soon as he returns in 1992 and threatens to pin a police officer's murder on him unless he cooperates. The GTA Wiki adds that the unit planted evidence linking CJ to Pendelbury's death. From then on Tenpenny uses CJ for errands that include killings and planting evidence, while working behind the scenes with the Ballas, who deal crack in the city.
Tenpenny is also behind the betrayal of the Grove Street Families. In "The Green Sabre", CJ sees Big Smoke and Ryder meeting him and Pulaski. The GTA Wiki states that Tenpenny was personally involved in the attack that killed CJ's mother. With Sweet in prison, Tenpenny dumps CJ in the countryside and keeps him busy removing witnesses to the unit's crimes.
What happens in "High Noon"?
In "High Noon", Tenpenny turns on Hernandez for talking to Internal Affairs and makes CJ dig his own grave in the desert. The GTA Wiki says Tenpenny then leaves, putting Pulaski in charge of finishing the job. CJ escapes and kills Pulaski himself, which leaves Tenpenny as the last member of the trio.

Why is there a riot in GTA San Andreas?
Tenpenny is eventually arrested and tried. The GTA Wiki lists charges including racketeering, corruption and drug offences. Every prosecution witness is dead or missing by the time of the trial, and Wikipedia records that the charges are dropped for lack of witnesses. The verdict sets off a riot across Los Santos.
How does Tenpenny die?
In the final mission, "End of the Line", CJ storms Big Smoke's base. After Smoke falls, Tenpenny arrives, takes Smoke's drug money at gunpoint and sets the building alight. He then steals a fire truck. Wikipedia says he crashes it off a bridge above Grove Street and dies of his injuries. The GTA Wiki adds that Sweet holds on to the truck's ladder during the chase and that Sweet talks CJ out of shooting Tenpenny as he dies.
Was Tenpenny based on a real police officer?
Wikipedia notes that the story of San Andreas draws on the Rampart scandal in the Los Angeles Police Department and on the 1992 Los Angeles riots. The GTA Wiki goes further and says Tenpenny appears to be modelled on Rafael Perez, a central figure in the Rampart case, and also resembles David Mack, another officer tied to the scandal.
