Phil Cassidy is a hard-drinking arms dealer who appears in four 3D-era GTA games: GTA III, Vice City, Liberty City Stories and Vice City Stories. He claims to be a Vietnam veteran, sells weapons to the heroes and loses an arm in a homemade-explosives accident in 1986. Gary Busey voices him in the two Vice City games.

Who is Phil Cassidy?

Phil Cassidy is the series' favourite unstable gun dealer. Wikipedia's Vice City Stories summary calls him an eccentric gunrunner who says he served in the Vietnam War. He drinks heavily, shouts a lot and always has a crate of weapons to hand. GTA Wiki notes that, despite the war stories, army records in the games say he was turned down for service because of his drinking and temperament.

He is one of the few characters to appear in four 3D-era games. GTA Wiki lists him as a main character in Grand Theft Auto: Vice City and Vice City Stories, and a minor one in GTA III and Liberty City Stories.

Phil Cassidy in Vice City Stories (1984)

In 1984 Victor Vance meets Phil while doing jobs for the crooked sergeant Jerry Martinez. Wikipedia says Vic helps Phil in exchange for a place to stay. When Martinez sets a trap for both of them, they survive and cut him off, and Phil later joins Vic and Ricardo Diaz in hunting Martinez down.

How does Phil Cassidy lose his arm?

In Grand Theft Auto: Vice City, set in 1986, Phil runs a weapons business and sells to Tommy Vercetti. GTA Wiki says he loses his left arm that year when a batch of Boomshine, a homemade explosive brew, blows up while he is handling it. He has one arm in every game set later in the timeline.

Phil Cassidy in GTA III and Liberty City Stories

By the time of GTA III in 2001 Phil has moved to Liberty City and runs Phil's Army Surplus, according to GTA Wiki; he appears in the mission Arms Shortage. In Liberty City Stories (1998) he deals guns from a shop in Bedford Point, including in the mission More Deadly Than the Male.
