Blaine County

Blaine County is the large rural county north of Los Santos in Grand Theft Auto V (2013) and GTA Online. It covers desert, forest and mountains, with small towns such as Sandy Shores, Paleto Bay and Grapeseed. It is where Trevor Philips lives, and it is based on several Southern California counties.

Where is Blaine County in GTA V?

Blaine County fills the northern part of GTA V's island-shaped San Andreas. Los Santos County lies to the south, and Route 68 roughly marks the line between them. GTA Wiki calls it the largest rural area in the series. GTA V came out on 17 September 2013, and its whole map, Blaine County included, is open from the start.

What is in Blaine County?

The land changes a lot from place to place. The east is desert around the Alamo Sea, a large salt lake. The west and north have forest, farmland and a rugged coast. Mount Chiliad rises in the north, and an aerial tramway runs to its summit. GTA Wiki lists the towns of Sandy Shores, Paleto Bay, Grapeseed and Harmony, plus smaller settlements such as Stab City. The Fort Zancudo military base and Bolingbroke Penitentiary are also in the county.

A few small details set it apart from the city. Blaine County Radio only plays inside the county, while West Coast Talk Radio drops out when you cross the county line. Policing is handled by the Los Santos County Sheriff. In-game hints say Blaine's own sheriff's department was shut down for corruption.

What is Blaine County based on?

GTA Wiki describes it as a blend of several counties around Los Angeles. The desert and the Alamo Sea look like Riverside and Imperial counties and the Salton Sea. The western coast and Paleto Bay draw on Ventura County and towns such as Morro Bay. Paleto Forest resembles the San Bernardino National Forest. Its position directly north of Los Santos County matches Kern County's place north of Los Angeles County.

Who lives in Blaine County?

Wikipedia says Trevor Philips lives in squalor in rural Blaine County. His company, Trevor Philips Enterprises, is based in the county. The county is also home to the local chapter of The Lost MC, the biker gang from The Lost and Damned, and GTA Wiki counts Johnny Klebitz among its former residents. Michael De Santa stays there for a while during the story.

Did Blaine County exist in earlier GTA games?

Not by that name. In the 3D era, GTA San Andreas (2004) had its own countryside between the cities. It had five counties: Red County, Flint County, Whetstone, Tierra Robada and Bone County. That game had a Mount Chiliad too, south of San Fierro, which GTA Wiki says was modelled on Mount Diablo. GTA V reused the name for a new mountain in a different place. There was no 2D-era countryside at all, since the 1997 maps were all cities.

GTA Online, launched on 1 October 2013, uses the same county as part of its shared map.
