Little Haiti

Little Haiti is a mainland district of Vice City in GTA: Vice City (2002) and Vice City Stories (2006), based on the Miami neighbourhood of the same name. In 1986 it is run by the Haitian gang of Auntie Poulet, who drugs Tommy Vercetti into doing her jobs. Its portrayal of Haitians led to protests in 2003 and edits to later copies.

Where is Little Haiti in Vice City?

Little Haiti is on the mainland of Vice City, right next to Little Havana. It appears in Grand Theft Auto: Vice City, set in 1986, and in the prequel Vice City Stories, set in 1984. GTA Wiki says it is based on Miami's real Little Haiti and describes it as the poorest corner of the city, with worn-out buildings, small homes and cheap shops. Its wealthier neighbour, Little Havana, makes the contrast clear.

The game is not above a joke at the district's expense. In Vice City, billboards try to sell Little Haiti as a beach neighbourhood under the slogan "Life's a beach". GTA Wiki notes those billboards are gone in Vice City Stories.

Who is Auntie Poulet?

Auntie Poulet is the elderly leader of the Haitian gang in 1986. She lives in a shack in Little Haiti, which GTA Wiki also calls her tea house. She gives Tommy Vercetti potions that leave him with no memory of what he did for her, and she uses him against the rival Cubans. GTA Wiki lists her missions as Juju Scramble, Bombs Away! and Dirty Lickin's.

She was voiced by Youree Harris, known as Miss Cleo. Wikipedia reports that in July 2017 the Psychic Readers Network sued Rockstar, claiming that the character of Auntie Poulet resembled Harris.

Who controls Little Haiti?

In Vice City the Haitians hold the district. GTA Wiki says the gang wears blue and drives the Voodoo. They compete with the Cubans for the poorer parts of the mainland, and the two gangs often trade gunfire in the streets. The Haitians' drug factory stands on the west side of Little Haiti.

Two years earlier the picture is different. In Vice City Stories the Mexican Cholos control Little Haiti, and the Haitians do not appear at all. GTA Wiki notes that the district keeps its name even with no Haitians present. Victor Vance and the Cubans destroy the Cholos' weapons warehouse in the mission Havana Good Time, which breaks the Cholos' hold and leaves room for the Haitians to move in by 1986.

What happens in Trojan Voodoo?

Trojan Voodoo is a mission from Umberto Robina, leader of the Cubans. After several jobs for both sides, Tommy joins a Cuban ambush on the Haitians and destroys their drug factory. GTA Wiki says this ends his ties with Auntie Poulet. The Haitians become openly hostile to Tommy and his gang, and if he comes back to the district she phones to warn him away. What else is in Little Haiti?

Several useful places sit here. Phil Cassidy's home and weapons store is at the northwest end. GTA Wiki says Phil's Place sells heavy weapons, including the minigun and rocket launcher, after the mission Boomshine Saigon. Kaufman Cabs, a taxi company, is one block north of Poulet's shack. The Print Works stands on the border with Little Havana; Tommy later buys it to print fake money. The district also has a junkyard and a Pay 'n' Spray, which appear in both games.

Why was Little Haiti controversial?

Wikipedia explains that the game's Haitian gang drew strong criticism. In November 2003 the Haitian Centers Council and Haitian Americans for Human Rights protested in New York City, arguing that the game encouraged players to harm Haitian immigrants. Rockstar apologised in a press release while asking that the violence be seen in the context of the game. After New York mayor Michael Bloomberg threatened legal action, Take-Two removed the offending lines from later copies.
