Steve Haines is a corrupt FIB agent and one of the two main villains of Grand Theft Auto V (2013), next to Devin Weston. He is Dave Norton's boss and uses Michael's secret past to force the crew into jobs against a rival agency. He also hosts a TV crime show. Robert Bogue voices him, according to Wikipedia.

Who is Steve Haines?

Steve Haines is a senior agent of the FIB, the game's version of the FBI, in Grand Theft Auto V. Wikipedia describes him as the superior of Dave Norton. The GTA Wiki says he joined the bureau in the early 1990s, rose to run his own unit, and became famous outside it as the host of a reality show, The Underbelly of Paradise.

Behind the public image he is crooked. The GTA Wiki reports that by the time of the game he is taking money from rich backers, among them Devin Weston, whom he treats as a friend. He is loud, vain and quick to blame others.

What does Steve Haines make the crew do?

Haines finds out that Norton has been protecting Michael De Santa, who faked his death years earlier in North Yankton. He turns that secret into a leash. According to Wikipedia, he directs Michael, Franklin Clinton and Trevor Philips in operations aimed at the IAA, a rival agency, including an armoured car robbery and the theft of a nerve agent. The GTA Wiki says the goal was to make the IAA look bad so the FIB could win more funding.

When the bureau starts to look into him, Haines wants his own record cleaned. Wikipedia says he has Michael and Franklin wipe evidence against him from the FIB servers, the job covered in The Bureau Raid. He then tries to arrest Michael. Wikipedia describes a standoff between the FIB, the IAA and Merryweather from which Haines escapes; the GTA Wiki places it at the Kortz Center and says he shot his own agent Andreas Sanchez there.

After that he wants the crew gone. With Norton he tells Franklin that Trevor is a liability, which leads to the game's last choice. See By the Book for one of the harshest jobs Haines forces on the crew.

How does Steve Haines die?

His fate depends on which of the endings of GTA V the player picks:

Wikipedia confirms that Haines is killed if Franklin spares Michael and Trevor. The GTA Wiki adds that Lester Crest finds out where Haines is filming his show, and Trevor kills him with a sniper rifle on Del Perro Pier. It also says Norton later takes over as host of the show.

Who voices Steve Haines?

Robert Bogue voices Haines, according to Wikipedia. The GTA Wiki notes that Bogue also briefly did motion capture for Weston while that character's actor was injured.
