GTA Vice City properties
Tommy Vercetti can buy two kinds of property in GTA Vice City. Asset businesses, from the $10,000 boatyard to the $120,000 Malibu Club, each have missions and pay up to a daily limit once those are done. Safehouses cost $1,000 to $14,000 and give save points and garages. Finishing the Print Works plus five other assets opens the final missions.
How do assets work in Vice City?
After the mission Shakedown, Tommy can buy businesses around the city. Buying one starts a short chain of missions. When those are done, the business makes money every day up to a set maximum, which Tommy collects from a pickup outside it. The GTA Wiki notes that Phil's Place is not owned by Tommy and earns nothing, but sells heavy weapons.
